October 22, 2020. The new Common Agricultural Policy (CAP), recently approved on October 21, 2020, by the Council of Ministers of the European Union, and which will begin to be implemented in Spain in 2023 with a budget of 7.724 billion euros, already points to the direction of the new European Union policy.

  • The recently approved CAP incorporates the new green architecture through eco-schemes
  • Throughout this week the “EU Green Week” is celebrated, which places the bioeconomy at the center of the post-pandemic economic recovery

The new CAP is the most environmentally friendly of the recent reforms and is adapted to the times and demands of citizens, as it will allocate 40% of its budget to climate and environmental objectives, while ensuring the profitability of farmers and ranchers.

The new CAP includes so-called eco-schemes , complementary aid for implementing environmentally beneficial practices. Twenty percent of direct aid will be allocated to eco-schemes, which will be implemented in 2023, when the new CAP comes into force. Member States will be given the flexibility to design their own eco-schemes based on their needs. Their objective is to advance the environmental transformation of agriculture to achieve the proposed climate objectives.

“European Green Deal”

The European Green Deal is the roadmap developed by the European Union (EU) to achieve a sustainable economy . This requires efficient use of resources and compliance with two requirements:

  • Zero net greenhouse gas emissions by 2050
  • Economic growth dissociated from the use of resources

The European Green Deal establishes an action plan that describes the necessary investments and the available financing tools . And, to keep things simple, this plan has been reinforced by a European Climate Law that turns this political commitment into a legal obligation.

The premises of the European Green Deal aim to:

  • Investing in environmentally friendly technologies
  • Supporting industry to innovate
  • Deploy cleaner and cheaper public and private transport systems
  • Decarbonizing the energy sector
  • Ensure energy-efficient buildings
  • International collaborations to improve global environmental standards

The Green Deal includes financial support and technical assistance to help people, businesses, and regions most affected by the transition to a green economy: the Just Transition Mechanism . This fund will help mobilize at least €100 billion over the period 2021-2027 in the most affected regions.
