CAP Strategic Plan 2023-2027
Context
Since its inception in 1962, the Common Agricultural Policy (CAP) has been adapting to the challenges of the sector and the new needs of citizens through successive reforms. The current CAP reform 2023-2027 establishes a new approach that allows EU Member States to establish specific details for the new CAP interventions through a strategic plan that, in turn, serves to achieve the objectives of the CAP and the ambition of the European Green Deal .
In this way, for the first time, there is a single plan, the Strategic Plan for the CAP (PEPAC) , which integrates, in the case of the Spanish State, the interventions of the 17 autonomous communities, as well as the supra-autonomous measures, financed with the two funds that supply the CAP: the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD) .
On August 31, 2022, the European Commission approved Spain's CAP Strategic Plan, effective January 1, 2023. Spain is one of the first Member States to achieve this approval.
Content
Spain's CAP Strategic Plan (PEPAC) is a document that includes the interventions that will be implemented in the 2023-2027 programming period to respond to the needs of the Spanish agricultural and agro-industrial sector and thus achieve the objectives of the CAP and the ambition of the European Green Deal .
In addition to the aforementioned interventions, this document includes a comprehensive diagnosis and analysis of the needs of rural Spain , a set of goals to be achieved during the programming period, the financial planning of the Strategic Plan, as well as a description of the Plan's management, control, and monitoring system .
All information regarding the Spanish CAP Strategic Plan (PEPAC) and its development process can be found on the Ministry of Agriculture, Fisheries, and Food website. Information materials about the Plan's content are also available.
In addition, the Regional Agro-Environmental Offices (OCA) provide information and advice to citizens and professionals in the agri-food sector on PEPAC procedures and processes.
