The 23rd session of the Conference of the Parties (COP23), the UN Climate Change Summit, took place in Bonn, Germany, from November 6 to 17.
November 22, 2017
COP23 , in which Spain participated, was particularly technical in nature, seeking to implement actions to comply with the Paris Agreement (approved at COP21), which seeks to limit the rise in global temperature to 2°C compared to pre-industrial times, despite the fact that it had already risen by 1.25°C in 2016.
At the start of the Summit , the World Meteorological Organization's (WMO) Greenhouse Gas Bulletin was launched, highlighting a record increase in atmospheric CO2 concentrations. Based on this data and the evidence of frequent natural disasters , more than 15,000 scientists and experts discussed the measures needed to combat and adapt to this imminent change, which is affecting various sectors.
The objectives set for this conference have been met: making progress on the Paris Agreement Work Programme, approving the design and modalities of the Facilitative Dialogue ( Talanoa Dialogue ) that will begin in January 2018, and promoting the Fiji Presidency's Vulnerability Agenda for the populations and states most affected by the impacts of climate change .
The conference concluded with several commitments and work streams. The first Gender Action Plan was approved; a working group of experts was established to study how to prevent damage and loss, starting in May 2018; special attention was paid to agriculture , where expert groups will work together in workshops and meetings to meet their needs quickly and in a coordinated manner; the Ocean Pathway Partnership was launched; and the Local Communities and Indigenous Peoples Platform was established, among other agreements.
