June 19, 2022. On June 19, the Secretary General for Agriculture and Food, Fernando Miranda, chaired the second session of the Monitoring Committee of the CAP Strategic Plan , the body responsible for monitoring the Plan's implementation.
Representatives from rural women's organizations, the food industry, consumer organizations, central and regional governments, producer organizations, the organic farming sector, rural networks, and environmental organizations, among others, participated in the session.
Among the issues discussed at this meeting, the first was the proposed amendment to the Strategic Plan to be submitted to the Commission. These are minor adjustments identified in the implementation of the intervention strategy provided for in the CAP Strategic Plan, and are therefore intended to facilitate its implementation. Following the deliberations, the Committee issued the mandatory opinion that will accompany the proposed amendment to be submitted to the European Commission.
Committee Matters
In addition, other aspects related to the evaluation of the Plan and its governance were discussed. Regarding the evaluation, the Subdirectorate General for Agricultural Policy Planning presented the Committee with a draft PEPAC Evaluation Plan to gather comments and proposals from members. The Evaluation Plan represents an essential tool for providing information on the Plan's contribution to the established objectives and identified needs, in order to ensure its proper implementation.
This Plan, like the analysis prior to the preparation of the Plan, must be guided by science and knowledge . To this end, the collaboration of the CSIC has also been counted on, which has presented to the Committee the work it is carrying out for the Evaluation Plan, within the framework of the agreement signed with the Ministry for these purposes.
Finally, in terms of governance , the Committee was informed of the latest developments in the CAP Network regarding work topics, operations, and upcoming conferences planned for 2023. The network, whose launch took place last May in Huesca, is established as a meeting point that connects all individuals and entities related to the rural environment and agricultural activity, with the aim of disseminating and ensuring compliance with the objectives of Spain's CAP Strategic Plan. It also aims to raise public awareness about the importance of the rural environment and the agricultural sector for our present and future.
The Committee therefore continues with its monitoring activities of the Strategic Plan, which are necessary to facilitate its proper implementation.
Monitoring Committee
The CAP Strategic Plan will be monitored annually and in a participatory manner through the Monitoring Committee ( Article 124 of the Regulation , page 100 ) and the CAP Network ( Article 126 of the Regulation, page 101 ) .
To this end, the Strategic Plan Monitoring Committee was inaugurated on February 15th at its founding session . This first meeting served to adopt the internal regulations and the list of members . The selection criteria for one of the supra-regional interventions , the cooperation of the Operational Groups of the "European Innovation Partnership for Agricultural Productivity and Sustainability (AEI-AGRI)," were also discussed.
