07.09.2020. The European Union (EU) has launched a public consultation on rural development to outline a long-term vision for rural areas in Europe. More specifically, the roadmap aims to establish—through debate—a vision for the future of rural areas by 2040 and the role they should play in our society.


  • The initiative aims to establish a vision for rural development in Europe until 2040.
  • The dialogue is open to European citizens until September 9.

The survey aims to gather opinions on challenges such as demographic change, connectivity, low income levels, and limited access to services.

The comments received will be taken into account for further development and adjustment of the initiative. The Commission will summarize the input received in a report , explaining how the contributions will be taken into account and, where appropriate, why certain suggestions cannot be accepted.

The European Commission's adoption of the Rural Roadmap 2040, following the completion of the public consultation, is planned for the second quarter of 2021.

European Roadmaps

Under the so-called " right of initiative ," the European Commission is responsible for planning, preparing, and proposing new EU legislation. EU legislation defends the interests of the Union and all its citizens. Therefore, citizens, businesses, civil society organizations, public administrations, and other stakeholders potentially affected have the opportunity to participate in the process.

Although the European Commission makes its legislative and policy proposals on its own initiative, it can also act upon request:

  • of the European Council (heads of state or government of the EU countries).
  • of the Council of the European Union (ministers of the EU countries).
  • of the European Parliament (elected by direct suffrage of EU citizens).
  • by the citizens themselves, within the framework of a European citizens' initiative.

The Commission uses roadmaps to determine the scope of:

  • new legislation and new policies
  • evaluations of current legislation and policies
  • the controls on the adequacy of the regulations and policies applied in a given area.

The roadmaps describe the problems to be solved and the objectives to be achieved, explain why EU intervention is necessary, summarize the various policy options proposed by Member States, and outline the main features of the consultation strategy.
