The Ministry of Agriculture, Fisheries, and Food (MAPA), through the National Rural Network, has brought together civil society organizations and associations to engage them in the analysis and negotiation process it is promoting with a view to the future implementation of the 2021-2027 CAP in Spain.
Since September 2018, the MAPA has held a total of 14 meetings with autonomous communities and agricultural and environmental organizations to discuss CAP reform.
On this occasion, with the collaboration and organization of the National Rural Network, the MAPA has convened civil society organizations and entities with a dual purpose: to inform them about the proposed regulations and present the details of the first common position agreed in Spain regarding the CAP reform, and to compile and incorporate their assessments into the debate.
To achieve this dual objective, the event was divided into a space for presentations and a space for debate and participation, both for those attending the event and for those joining via streaming, who were also able to submit their proposals through an online application.
Isabel Aguilar, Deputy Director General of Coordination and Programming, and Silvia Capdevilla, Deputy Director General of Herbaceous and Industrial Crops and Olive Oil, were responsible for presenting the main lines of the future Strategic Plan, highlighting the changes introduced by the Reform, both in the second pillar of rural development and in the first, and the legislative package relating to the OCMA. The president of the Spanish Agricultural Guarantee Fund ( FEGA ) , Miguel Ángel Riesgo, for his part, explained the Horizontal Regulation and the new results-oriented approach.
The points agreed upon in the current Spanish position were presented by Isabel Bombal, Director General of Rural Development, Innovation and Forestry Policy of the MAPA (Ministry of Agriculture, Livestock and Livestock Farming), who emphasized the need to promote decision-making linked to an open and transparent prior examination of needs, with the joint work of the Ministry, the autonomous communities, agricultural and environmental organizations, and all stakeholders in the sector and the rural environment.
This meeting concludes the first quarter of meetings to develop the Strategic Plan for the future CAP 2021-2027 in Spain. However, it is hoped that further meetings and gatherings will continue to be held to allow for continued dialogue and collaborative work.
