The CAP Strategic Plan is out for public consultation

The Ministry of Agriculture, Fisheries and Food (MAPA) has announced that, starting today, November 30, the National Strategic Plan for the implementation of the Common Agricultural Policy (CAP) in Spain from 2023 is open for public consultation. The public consultation is part of the process for preparing the strategic environmental assessment that must accompany the CAP Strategic Plan.

This consultation concludes the dialogue process between the government, autonomous communities, professional agricultural organizations, cooperatives, and environmental organizations, among other sectoral stakeholders, spanning more than two and a half years to achieve the best CAP for Spain.

The head of the department, Luis Planas , noted that dialogue and participation characterized the process of developing this plan, the work of which lasted more than two and a half years and included more than 300 meetings with autonomous communities, professional agricultural organizations, and other entities related to the sector.

Planas explained that the Strategic Plan will be submitted to the European Commission before the end of the year—he announced that he will first submit it to the Council of Ministers—and that the environmental assessment will be processed during the first quarter of 2022, in parallel with the approval process, as will be the case for all Member States.

New CAP and the National Rural Network

Spain's agricultural diversity has legitimately led the various autonomous communities to take very different positions on some aspects of the CAP; and the Strategic Plan, which is unique and common to the entire territory, has had to reconcile interests and reflect this diversity.

Over the past three years of debate, the National Rural Network (RRN) has held up to four days of debate, bringing together the partnership to report on the progress made in the work carried out to date and the status of negotiations.

These meetings with the partnership discussed the status of the Common Agricultural Policy Strategic Plan (CAP 2023-2027), with more than 400 participants, including representatives from all the autonomous communities, producer organizations, non-governmental organizations, the business and industrial sectors, rural development entities, and women's associations.
