EDLPs aim to meet the economic, social, and environmental needs of a region, as well as strengthen and increase its potential through its endogenous resources, that is, the territory itself.

To this end, the area's weaknesses, threats, strengths, and opportunities are analyzed through the involvement of local stakeholders, given their knowledge of the area and the importance of their participation in its governance. The strategy is developed jointly, involving the community in its development.

The strategy description and objectives are defined in accordance with Spain's CAP Strategic Plan 2023-2027 (PEPAC) , and are therefore designed taking into account the CAP's cross-cutting objective of modernizing the sector by promoting and sharing knowledge, innovation, and digitalization in agricultural and rural areas.
