The National Rural Network (RRN) has organized a new Leader Event aimed at Local Action Groups, Local Action Group Networks, and Management Authorities at the Oviedo Exhibition and Congress Center. The event aims to:
  • Explore the strategic role of LEADER in the national and European context.
  • Present the activities and tools made available to Local Action Groups by the National Rural Network.
  • To present the main results of the study carried out on the different implementation models of the LEADER measure during the period 2014-2020 and collect opinions on the matter.
  • Know the different approaches to networking.
  • Reflect on the lessons learned from the current experience and lay the groundwork to ensure LEADER's success in the coming period.

At this event, the Subdirectorate General for Rural Development highlighted the importance of Local Action Groups (LAGs) as a key agent in implementing policies to combat depopulation. Through the application of the LEADER methodology, LAGs promote economic diversification , are involved in the development of Smart Rural Territories , drive social innovation projects, encourage the participation of social and economic stakeholders in their areas, and promote rural pride . Within this framework, they are a key agent in fostering a vibrant and attractive rural environment for young people and women.

The State Rural Development Network and theSpanish Rural Development Network have expressed their perceptions of the current situation of LEADER and presented the various future scenarios currently being developed. Among the issues discussed is the role that networks should play in connecting the interests of Local Action Groups with those of administrations at all levels . It is necessary to establish collaboration with them, communicating and leveraging the capacity of LAGs to represent the territory and implement development policies .

The Castilian-Manchegan Federation of Rural Development   and the Asturian Rural Development Network   They contributed by sharing their vision that creating areas of communication and cooperation between Local Action Groups and Managing Authorities —that is, creating areas of trust —is the key to resolving the current situation. LAGs must unleash their full potential and place themselves at the center of the debate, with the best way to achieve this by championing the LEADER principles themselves.

Finally, the analysis carried out by Javier Esparcia, Professor of Regional Geographic Analysis at the University of Valencia , aimed at improving the implementation of LEADER within the framework of Rural Development Programs, was presented. The presentation of results was accompanied by a participatory dynamic that gathered the opinions of the audience, the results of which can be consulted below.
