Innovation for Rural Development: Aid for the creation of Supra-Regional AEI-AGRI operational groups

The regulatory bases for granting subsidies for the creation of supra-regional operational groups have been published in the Official State Gazette (BOE).

On June 11, 2016, the Royal Decree establishing the regulatory framework for granting subsidies for the creation of supra-regional operational groups in relation to the European Innovation Partnership for Agricultural Productivity and Sustainability was published in the Official State Gazette (BOE).

The European Innovation Partnership on Agricultural Productivity and Sustainability (EIP-Agri) is supported by the second pillar of the CAP, in accordance with Regulation (EU) No. 1305/2013 of the European Parliament and of the Council of 17 December 2013 on support for rural development by the European Agricultural Fund for Rural Development (EAFRD). It aims to promote productive and sustainable agriculture through collaboration between the research community and the agri-food and forestry sectors, applying scientific knowledge to implement innovative and sustainable actions in the production, processing, and marketing processes.

The European Innovation Partnership for Agricultural Productivity and Sustainability (AEI-Agri) for productive and sustainable agriculture will be supported during the 2014-2020 programming period by both the General State Administration through the National Rural Development Program and by the Regional Administrations within the framework of their respective Rural Development Programs (RDP).

The National Rural Development Program, on which these guidelines are based, offers two tools to boost innovation in the agri-food and forestry sectors:

  1. Creation of supra-autonomous operational groups.
  2. Innovative projects of general interest, or non-territorializable projects, developed by operational groups.

This first phase will support the creation of supra-regional operational groups comprised of groups of stakeholders with diverse profiles, such as farmers, ranchers, researchers, technology centers, etc., allowing them to jointly address a specific problem or opportunity from a multisectoral perspective.

Members of these groups may apply for assistance in the creation of supra-regional operational groups, based on an innovative idea to solve potential problems faced in their area of operation. During the group's creation period, members must define, design, and draft the innovative project they will likely implement in a second phase.
