On June 28, 2018, the second meeting of the National Forestry Association (NRN) working group on Forest Pastures and Silvopastoral Systems within the CAP was held at the Teruel Exhibition and Congress Palace.
02/07/2018
This session of the working group coincided with the III National Congress on Livestock Routes and Transhumance, so it focused on the role of Livestock Routes and transhumant livestock farming in achieving the objectives set: to inform the owners of livestock and forestry farms and those responsible for public administrations of the specific features of CAP aid to the grazing and silvopasture sectors , as well as to transhumant livestock farming , and to involve the various agents in their role in improving the conditions of this sector.
During this second meeting, aspects related to the difficulties of managing and preserving transhumant livestock farms and the pastures they use were discussed, as well as the problems of preserving the Spanish livestock trail network and its connection to Rural Development Programs , as well as the problems in implementing administrative boundaries and their connection to urban planning, the land registry, and the property registry.
Among the main conclusions is the need to maintain transhumant livestock to conserve forest pastures , which are losing their range due to abandonment. To achieve this, it is essential to consolidate the network of livestock trails and their associated infrastructure, such as watering points and resting areas, as well as to support transhumant livestock farms through public policies, especially the upcoming CAP, for the important environmental services associated with these practices, as is being done in some Rural Development Programs.
Regarding these, there are significant differences in the treatment of transhumance, as well as numerous administrative bureaucratic difficulties when transferring livestock farms from one Autonomous Community to another, in addition to the necessary health controls that should be simplified through coordination mechanisms between the Autonomous Communities.
The future CAP and its relationship with forest pastures and silvopastoral systems will be discussed in detail at the next meeting of the Working Group , which will be held after the summer.
